Good places to look

Hoenn
In Ruby, Sapphire and Emerald, and again in Omega Ruby and Alpha Sapphire, Swablu lives in the tall grass on Route 114 and Route 115, near Fallarbor Town and Meteor Falls.

In Scarlet and Violet, look in the mountains: South Province (Areas Four and Five), East Province (Area One) and West Province (Area One).

Swablu appears in the wild. Catch every one you see, because evolving it takes 400 Candy.
Catching tips
Is Swablu hard to catch?
No. Its catch rate is 255, the highest there is, so an ordinary Poké Ball usually does the job.
What should I bring to the battle?
Avoid Electric, Ice and Rock moves if you want to weaken it without knocking it out, since those deal double damage. Ground and Ghost moves will not hit it at all.
Can I breed one instead?
Yes. Swablu is in the Flying and Dragon egg groups, and an Altaria will produce Swablu eggs.
Is it in every game?
